Default Sloppy Riser Bolts

I have the HD short risers with 12 chubbys. I know the bars cause a bit more slop because of the leverage, but I just replaced the bushings with polyurethane and no better than stock. I can move the bars with little effort back and fourth about 4". The same as the stock bushings. The problem was not always there. It has progresivley gotten worse.

Ideas?

Is it strictly a flexing issue or is there slippage at the risers/top clamp?

Flex in the bushings.

I spoke with Bigshovel about it today, and I will need to take it apart to see if the metal sleeves are in there.
